To: Association Members of FIATA in the Region Africa/Middle East
cc: Extended Board of FIATA
From: Peter Maegerle, Manager,
on behalf of the acting Chairman, Mr. Issa Baluch
Subject: Meeting of the Association Members of the Region AFRICA / MIDDLE EAST (RAME)

Minutes
1. Opening of the meeting by the Chairman
The acting RAME Chairman Issa Baluch warmly welcomed the participants of the RAME
region to this Meeting in Zurich-Oerlikon. Special welcome was expressed to the former
RAME Chairman Mr. Ed Little from South Africa as well as to Mr. Abdelmalek Dahmani
(former FIATA President, former RAME Chairman and Honorary FIATA Board Member and
the 1st time attending delegates. The acting Chairman made the following important notice to
all participants: “FIATA policy strictly prohibits any discussion or other communication the
purpose or effect of which is to set prices, allocate markets or customers, engage in tying
arrangements or refrain from purchasing any goods or services from any particular supplier
or vendor. It is mandatory that you familiarize yourself with FIATA’s written antitrust policy
which the secretariat has made available to all participants.” After this legal text, Mr. Baluch
gave a short information about the history of RAME (RAME is 11 years old!!) as well another
short retrospect on the highlights of the last RAME meeting in Thailand.
2. Approval of minutes of the meeting held in Bangkok/Thailand on 5th October 2010
(Doc. RAME/057)
The minutes of that meeting held in Bangkok/Thailand were unanimously approved.
3. Matters arising from the minutes of the meeting held in Bangkok/Thailand on 5th
October 2010 (Doc. RAME/057)
No matters arouse
4. Country presentation – Nigeria and Tanzania
The new Association Member from Nigeria (The Council for the Regulation of Freight
Forwarding in Nigeria), representative, Mr. Mike Jukwe, made a very interesting country
presentation. Additional information's have been provided verbally. Tanzania will make his
country presentation at the FIATA WORLD CONGRESS 2011 in Cairo.
5. New Association Members within RAME – update by the acting Chairman
Potential new Association from RAME region has announced interest. Further news's will be
communicated at the next RAME Field or RAME Meeting.
6. FIATA WORLD CONGRESS 2011 in Cairo
A site visit made by P. Maegerle in Cairo last this January has showed that the Cairo
Congress in 2011 is already well prepared. Interesting presentation was made by the
Cairo PCO – Mr. Ihab Shalaby – he also explained in detail the present situation in
regards of security and safety. Travel ban's to Egypt are mostly uplifted and some
head of State's and Foreign Ministers have visited Egypt (Cairo) already.
Final decision about the Cairo Congress will be made latest till mid of April 2011.
7. Next RAME Field Meeting (in between HQ and next World Congress in Cairo)
Proposal(s), Discussion
Regarding the destination for the next RAME Field meeting members have discussed about
the prospects of holding the 2011 gathering in Doha, Qatar on June 6th (Arrival June 5th, June
6th Meeting, June 7th Delegates will return to their countries) subject to the approval of the
Qatari hosts. The Chairman will immediately contact the Ass. is Qatar – further information's
will be provided (after having received the Info. from Qatar) to the RAME Members, as soon
as possible. Unfortunately no representative of Qatar has attended this HQ Meeting.
Mr. Dahmani mentioned the regional problems in this region and asked the audience if
another country (maybe from Africa) could be able to host this 2011 RAME Field Meeting.
Discussions with the attendee's have shown that no country represented could be able to
organize such an event in this short time. Nigeria has shown interest to host the 2012
RAME Field Meeting. RAME Chair mentioned that only ABUJA can be the destination for
such a meeting, no other city in Nigeria will be accepted!
8. RAME YIFFA participants 2011 – entry closed Jan 15th 2011
The acting Chairman was happy to inform the attending delegates that this is the first time
RAME has positioned 5 competing members in YIFFA Award. This is a very encouraging
sign and all due to intense communications between the stakeholders.
8. Any other business
A Floor discussion has been held about the CTN Payments in Nigeria. This issue has been
started in Nigeria already but not yet 100% in use. Since this theme will be on the Agenda of
the MTI, no more specific discussion has been made.
Mr. Housami (Syria) informed the delegates about the developments in Syria regarding
of a "get together" of the 2 Associations. Unfortunately the "New Association" which has
announced their willing to join FIATA in Bangkok, has not agreed on offers made by SIFFA.
Therefore the talks and negotiation's have to be started again. Mr. Housami will keep the
RAME Chair informed about any developments.
Mr. Ahmed Mostafa Hamed (Egypt) mentioned the problems and dubiety in cargo trucking
within the Middle East and informed the delegates about the present problems in regards of
trucking to Libya. Mr. Musariri (Zimbabwe) was questioning about latest news from our
colleagues from Japan – since 2/two Japanese Delegates will join our Meetings at least on
Saturday and at present no specific information's are available, Mr. Musariri will get in touch
with his colleagues directly on Saturday. Since the customs clearing situation in Nigeria is
still an issue of great interest, the chair – assisted by Mr. Dahmani – has taken up the
information provided from the Nigerian Delegation. Mr. Dahmani recommended that if any
specific question's have to be cleared (even with the Nig. Government) CRFFN) should
address their demand to the RAME Chair respective the FIATA Secretariat and they will take
up this matter and intervene at the Government Departments concerned.
The acting Chairman has again encouraged all RAME Member countries, to nominate a
candidate for the YIFFA award with the target, to have every year a Regional Winner from
the RAME Region.
9. Date and place of next meeting and closing
The next RAME meeting will be held in Cairo/Egypt during the FIATA WORLD
CONGRESS 2011 on Tuesday 20 September 2011 at the J.W. Marriott Hotel - Heliopolis,
Room: Chephren 2, from 1500h – 1700h (final decision about the Cairo Congress as
mentioned before will be made latest till April 8th 2011!!), respective before in Doha/Qatar
(further details in regards of the RAME Field Meeting – i.e. the next RAME Field Meeting –
will be sent soonest by e-mail to all RAME Association Members)
